JAMES L. WILLIAMS, JR.
Mr. Williams was born in Austin,
Texas on August 2, 1963. Mr. Williams received his
education from Washington and Lee University (B.A.,
Economics and B.A., American History [double major],
1985, Cum Laude) and Texas Tech University (J.D.,
1988). He was admitted to the Texas Bar in 1989 and
is admitted to practice before the U.S. District Court,
Northern District of Texas, the U.S. District Court,
Southern District of Texas, the United States Court
of Appeals for the Fifth Circuit, and the United States
Supreme Court. He is managing partner of the firm.

LEGAL EXPERIENCE AND AREAS OF PRACTICE
Mr. Williams possesses extensive experience
in civil litigation and transactional work, including employment
law defense and business representation, insurance defense,
workers’ compensation defense, construction law, collections
practice, nonsubscriber defense and commercial litigation,
having long concentrated his practice representing businesses
and insurance companies. He is experienced in a variety
of commercial litigation and warranty defense cases. He
has handled hundreds of insurance defense cases and other
civil cases in litigation. He has provided representation,
both on a 1st and 3rd party basis, for insurance companies
and their insureds in litigation such as products and premises
liability actions, automobile accident cases, trucking accident
cases, wrongful death cases, subrogation cases, D.T.P.A
claims and in defense of workers’ compensation claims.
He has substantial trial and appellate experience in a variety
of cases and has handled hundreds of administrative hearings
before the Texas Workers’ Compensation Commission
(now the Texas Department of Insurance Division of Workers’
Compensation). He also has substantial mediation and arbitration
experience. From 1990 to 1994 he served as Associate Counsel
in the Staff Counsel offices of the Travelers Insurance
Company in Dallas. He is also a former Assistant City Attorney
for the City of Dallas and former prosecutor.

EXPERT WITNESS RETENTION
Mr. Williams has been hired as an expert
witness in Texas Workers’ Compensation law and in
connection with workers’ compensation billing and
workers’ compensation practices under Texas law.
AUTHORED DOCUMENTS AND COURSE INSTRUCTION
Mr. Williams is the author of Adjudication
of Workers Compensation Claims in District Court (2000),
Recent Appeals Panel and Case Law Update (2000) and Non-Subscriber
Issues and Update (2000) and was a featured speaker at the
Workers Compensation in Texas Seminar, Lorman Education
Services (2000). He is also the author of Defenses
to Workers Compensation Claims (2001) and was a featured
speaker at the Introduction to Workers Compensation Seminar,
Lorman Education Services (2001). He has presented
various seminars to insurance adjusters regarding claim
investigation and evaluation, including such presentations
as “Automobile Accidents and the Claims Adjuster,”
“Mediation Strategies for Insurance Claims”,
“The Role of Defense Counsel in Defending Negligence
Claims” and “Evaluating Personal Injury Damages.” He
authors the Texas Defense Counsel Newsletter. He is
co-author of “Supplemental Income Benefits Based on
Ratable Impairment” in the Spring 1997 edition of
“The Examiner.” He is also author of Claims
Investigations and the Witness Statement (1995) and Dos
and Don’ts of Depositions (1994).

ROBERT A. PARMELEE
Mr. Parmelee was born in New York,
New York on December 22, 1942. He received his
B.A. in 1966 from the University of South, Sewanee,
Tennessee, and his J.D. in 1970 from the University
of Texas. Robert Parmelee was admitted to the
Texas Bar in 1970. He has practiced law in Fort
Worth, Texas since 1976 and has been admitted to practice
in all courts of the State of Texas and before the
U.S. District Courts, Southern, Northern, and Western
Districts of Texas. He is of counsel to the firm.

EXPERIENCE AND AREAS OF PRACTICE
Mr. Parmelee maintains active memberships
in the American Bar Association, the State Bar of Texas
and the Tarrant County Bar Association where he is also
involved in the State Section on Real Estate, Probate and
Trust Law. Mr. Parmelee has extensive experience in
the areas of transportation law and real estate, as well
as general business law and he also has experience with
civil litigation matters. He has worked extensively
with various local governmental bodies, particularly in
the areas of governmental competitive bidding and public
contracting; public transit law; open meetings and open
records; Federal Transit Administration Grants, procedures
and requirements; and the Americans with Disabilities Act. The
formation of business entities, secured lending, and the
purchase and sale of interest in businesses, real estate
and oil and gas, along with related negotiation and documentation
also make up a significant portion of Mr. Parmelee's practice.

JEAN MARIE SISKA
Ms. Siska was born in Evergreen Park,
Illinois on November 9, 1964. She received her
undergraduate education from the University of Michigan
(B.A., Political Science 1987, Cum Laude). She
received her Juris Doctor degree from Detroit College
of Law (J.D. 1990 Cum Laude) where she was also on
the staff of the Detroit College of Law Review. She
is licensed to practice law in the state courts of
Texas, Nevada and Michigan. She is admitted to
practice before the United States Court of Appeals
for the Sixth Circuit, the United States District
Court, Eastern District of Michigan, and the United
States District Court of Nevada, and the United States
District Court, Northern District of Texas. She
is a principal with the firm.

Ms. Siska has served as lead attorney on
a variety of civil litigation matters including insurance
defense, commercial litigation, DTPA and construction matters. She

personal injury and wrongful death claims on behalf of insured
defendants. She has represented the interests of numerous
contractors and subcontractors involving construction defect
allegations. She has litigated cases involving mechanics

as represented the interests of closely held businesses
and health care professionals in a wide range of transactions. She
has successfully represented the interests of a variety
of businesses and employers. She has considerable experience
with workers compensation defense and employment law defense

MITCHELL
Ms. Mitchell was born in Oklahoma
City, Oklahoma on March 29, 1965. She received
her education at Texas Christian University (B.A.
1987, Cum Laude, Departmental Honors) and University
of Texas (J.D. 1990). She was admitted to the
Texas Bar in 1990, and is also admitted to practice
before the U.S. District Court, Northern District
of Texas. Ms. Mitchell is a member of the State
